How FY2024 formula funding is structured

The IMLS FY 2024 State Allotment Table separates each jurisdiction’s allocation into three measures: IMLS federal funds, state matching funds, and total formula funding. The total is the combined amount reported for those two funding components. The figures are allotments for FY2024, not a measure of every library’s operating budget or a forecast of future funding.

Across the full table, federal funds total $180 million. State matching funds total $92,449,486.03, producing $272,449,486.03 in total formula funding. Most states have both federal and matching allocations. American Samoa, Northern Marianas, Guam, and the Virgin Islands are listed with $0.00 in state matching funds, so their reported totals equal their federal allotments.

The largest reported state totals are concentrated in populous states. The comparison below shows selected high-allotment states and preserves the three measures used by the IMLS table.

Territories and freely associated jurisdictions

The table also reports funding for the District of Columbia, Puerto Rico, and several U.S. territories and freely associated jurisdictions. The District of Columbia received $1,256,248.00 in IMLS federal funds, $647,158.06 in state matching funds, and $1,903,406.06 total. Puerto Rico received $2,147,080.00 federally, $1,106,071.52 in matching funds, and $3,253,151.52 total.

American Samoa received $116,566.00 in federal funds, $0.00 in matching funds, and $116,566.00 total. Northern Marianas received $119,292.00 federally, $0.00 in matching funds, and $119,292.00 total. Guam received $163,982.00, $0.00, and $163,982.00, respectively.

The Virgin Islands received $139,393.00 in federal funds, $0.00 in matching funds, and $139,393.00 total. Marshall Islands received $130,951.00 federally, $67,459.61 in matching funds, and $198,410.61 total. Micronesia received $137,591.00, $70,880.21, and $208,471.21.

Palau received $108,252.00 in federal funds, $55,766.18 in matching funds, and $164,018.18 total. These jurisdiction-level figures are part of the same FY2024 IMLS State Allotment Table and should be read separately from the state totals because the geography and matching-fund amounts differ.

Federal, matching, and total amounts

The FY2024 table’s three columns answer different questions. IMLS federal funds identify the federal allotment. State matching funds identify the additional matching amount reported for the jurisdiction. Total formula funding combines the two amounts in the table. For the full reported program, those figures are $180,000,000.00, $92,449,486.03, and $272,449,486.03.

The pattern is visible across individual states. California’s $15,705,702.00 federal allotment is accompanied by $8,090,816.18 in matching funds, producing $23,796,518.18 total. At a smaller scale, Vermont’s $1,244,357.00 federal amount and $641,032.39 matching amount produce $1,885,389.39 total. For American Samoa, no matching funds are reported, so the $116,566.00 federal amount is also the $116,566.00 total.

Because these are formula allotments for FY2024, comparisons should keep the measurement period and geography fixed. A state total is not interchangeable with a territory total, and the figures should not be treated as estimates, forecasts, or a complete accounting of all public and local library funding.
